Unusual is not wrongdoing. Members, officials and their families buy small companies for many ordinary reasons, and a stock that rose afterwards proves nothing about why it was bought. These are simply the trades where little public attention was on the company, so they are the ones most worth reading closely. Company size is estimated for the day of purchase (today's market cap scaled by the price change since), funds are left out, and stocks traded only over the counter are not covered.

Sources and coverage
43 annual and termination reports (OGE Form 278e) were also read for Part 7, which lists trades not already reported on a 278-T. 507 trades inside this window came only from there, linked as "278e annual"; for some officials, such as a Vice President who files no 278-Ts, it is the only place their trades appear. Their delay isn't shown, since that form has no 45-day deadline.
From OGE Form 278-T reports: the President, the Vice President, the Cabinet, Federal Reserve governors and agency leaders as posted by the U.S. Office of Government Ethics, White House staff as posted on whitehouse.gov (82 of 82 reports read; 18 reports could not be read in full, and rows without a readable type or amount are left out rather than guessed). Only reports published for download are included; most officials' reports are available only on request. 278-Ts rarely name tickers and say whose account a trade was in only in endnotes, so private funds and bonds appear by name and owner is assumed to be the filer unless an endnote names a spouse, child or joint account. Delay runs to the filer's signature date. The Cabinet is the whitehouse.gov roster plus every department secretary and the Attorney General by their OGE title, so it holds through reshuffles. Portraits: whitehouse.gov for the Cabinet, public-domain official portraits from Wikimedia Commons otherwise.
Under 5 U.S.C. § 13107(c), these reports may not be used for any unlawful or commercial purpose (other than by news media for general dissemination), to determine credit ratings, or to solicit money.

Method
Every periodic transaction report filed between October 21, 2025 and October 21, 2026, read straight from the official sources: 532 House reports from the Clerk of the House and 153 Senate reports from the Senate's eFD system. Party and seat come from the public-domain congress-legislators roster of sitting members; senators are matched by surname, and those who have left office are shown as former senators. Cabinet and White House trades come from 82 OGE Form 278-T reports posted by the Office of Government Ethics and on whitehouse.gov, and are counted separately from Congress's figures.
- Amounts are ranges. The STOCK Act asks for bands such as $1,001–$15,000, never exact figures, so volumes show the sum of every band's floor and ceiling. An open-ended band ("Over $50,000,000") adds only its floor to both.
- Disclosure lags the trade. Members have 30 days from learning of a trade, and no more than 45 days from the trade itself. Delay counts days from trade to filing; for a 278-T, to the filer's signature date. Filing extensions are not read, so a trade filed under an extension still counts as late.
- "Filed late" is a share of trades, not of members or reports. A single catch-up report from one prolific trader can carry hundreds of late trades and dominate it.
- Family accounts count. Trades for a spouse or dependent child are disclosed on the same reports and included here, labelled by owner. A 278-T names the account only in an endnote, so an official's trade is assumed to be their own unless an endnote says otherwise.
- "Buys vs SPY" averages each stock purchase's move since the trade date minus the S&P 500 ETF's move over the same days, equally weighted, for members with at least 10 priced purchases. It ignores amounts and whether the stock was later sold. It describes what happened, not skill.
- "Since" is the stock's move, from the trade date to the latest close, and is coloured only for purchases. Options and bonds show none: an underlying stock's move says little about what an option made or lost.
- Quiet Bets lists first buys in little-known companies by members of Congress and senior officials: stock purchases that were the buyer's first trade in that stock in the window, in a company worth under $2.0bn on the trade date, and either traded by no more than two otherpeople across both branches or started by more than one (those are highlighted as "Same quiet bet, several buyers", with Congress-and-administration pairs first). Size on the trade date is Nasdaq's current market cap scaled by the price change since, so a company that shrank after the purchase is not mistaken for a small one. Funds are excluded. They flag where little attention was on a stock, not wrongdoing.
- Amendments replace what they correct. A House transaction marked as amended replaces the earlier entry for the same stock and owner; a Senate amendment replaces the whole report. Delays are measured from the first disclosure, and amendments to reports from before this window are left out. A trade repeated in a later filing is counted once.
- Paper filings are linked, not read. 83 reports in this window were scanned paper forms that cannot be parsed reliably. They are listed below so nothing is hidden.
